Default How to switch off pop-up rulers?

This is achieved by a combination of factors.
View ruler when checked will always display the rulers.
View ruler when unchecked, will cause the ruler to hide and unhide when
the cursor is passed over the area if tools options general provide
feedback with animation is checked. If this latter option is unchecked the
rulers are not displayed.
