Default Word Document Backgrounds

I am trying to make the background image so that it is the normal color and
not a lighter shade ... does anyone know how to adjust this setting?

And you can use the Picture Properties to set the position exactly (Layout:
Advanced).

If the graphic is set behind text you can drag it wherever you want. The
text box is still unneccesary for this.

correct, no need, but text box allows for exact placement of
graphic...if that's a goal

There's no need to use a text box to put a graphic in the header.
Merely insert the graphic, set it behind text and drag it to the
size required. There should be something suitable in clip art or if
not there are tons of art available on the internet.

You can always go into the header/footer of your document, draw a
large text box (covering the page) and insert graphics from the clip
art included...that's what I do. Once you close out the header,
your graphic
will be behind your document text. If you want it like a watermark,
then grayscale and lighten your object...
