until Section 2, which has a title and then paragraph 2.1 which also has a
title. In other sections, paragraph (A) does not have a heading and so I
don't need to include because it is just a numbered paragraph. Also, the
exhibits at the end of the document need to be included with their page
numbers in the TOC so I need to mark them as well.
