On the Ribbon, it's Page Layout Page Setup group Breaks Column
Break.

Word 2007 has this new Insert pane, with options for inserting
everything except column breaks. I've searched the Help file and the
Knowledge base, but keywords "column break" return instrux on
formatting charts and tables -- no use.
