Default can multiple letter texts be used in mail merge

I have 8 data files totalling approximately 3,000 records. Each data file
has its own letter text. Because some of these files are smaller than what
we are allowed to mail standard class (third class - requires 200 pieces), I
would like to set up the 8 letter texts (providing a code or indicator),
combine (and code) data files and set up a mail merge of one stream that
would assign the proper letter text to each record and print it accordingly.
The data would be sorted according to postal regulations and I would
therefore end up with a mail stream of 3,000 letters that was comprised of 8
texts in no particular text order (except as dictated by the sorted data
records).

In order to obtain the best postal rates for my clients I would have to
process the mail merge in this fashion. I cannot just print each of the 8
texts separately and try to combine them.

I have been told this is possible, but have not been able to find any
information regarding how to proceed.
