I found this happened sometimes on specific documents that may have had
some type of field inserted at some point. Even so, I was still able
to access if there was already something in the header or footer area
by doubleclicking in that area, at which point the Header/Footer
toolbar would properly appear. Suspect some kind of corruption.

My workaround was to display the Forms toolbar (View Toolbars
Forms), protect the document by click on the padlock icon, and then
unprotecting the document by toggling the padlock icon again. Once I
did that, when I selected View Header/Footer, the Header/Footer
toolbar appeared as usual.

If you are in the H/F and go into the Customize dialog box , the

bar will be
