None of that worked for me.
Solution was to create a new table above the faulty one with same column number but more rows.
Copy the faulty table.
Paste into the new table.
Delete the extra rows at the bottom of the new table (these begin to repeat the first rows over again).
Now the repeat title row function works in the new table.
