Default how do you apply a background to one page of a document only?

I have Word 2000. Maybe there are more options in later versions, but the
only way I can apply a background color is in Web view. You speak of a 4-page
document, so I assume you're dealing with a printed document.

The only way I know of to give a page a background color is to insert an
image or a text box or a drawing shape in the header of that page, and
specify it so it's underneath the text with no wrapping.

To create a header that applies to a single page, you're going to have to
make that page a separate section.

Refer to the online help for the term "watermark." The principles are the
same for any image, including your background color image.
