Thank you Suzanne, looks like it was the balloons.
Once I disabled that, it printed full page again.

In print view it show text smaller than it is and it raises up the footer
data three inches. When printed it outputs the same thing. Margins are set
fine.
Tried different printers, and different computers with same results.
