I guess you are pulling headings into your TOC: those headings
themselves are not numbered, but you want to number them in the TOC,
right? [Which, by itself, is rather peculiar.]
It's not so peculiar if you are using two styles in the document:
Chapter One [numbered chapter number style]
Title of First Chapter [unnumbered Heading 1]
