Default Trying to create custom labels and propagate

Ok, duh! I went ahead and let it propagate, then deleted the data in the
even rows. (The space between the actual labels, that is.) Works like a
charm.
I am still puzzled as to why initially the 'Next Record' tags were in
the right places, then after I setup the first label and pressed 'Propagate
Labels', ALL the cells became populated.
Is there a reason for this? Is there a setting to keep a cell from being
populated?
I thought I had come across some predefined template that had blank rows
that worked, but I can't find it now.
