One choice is to turn on the Drawing Toolbar, select the image an click
DrawOrderSend Behind Text. But if you ever select the image again it will
come back to the front & you'll have to send it to the back each time.

Is the image simply inserted into your document or on the Header/Footer
layer? You might want to try cutting the image, the go to ViewHeader and
Footer to paste it there. You will then be able to freely edit in the doc
'layer' without disturbing the image.

I am printing a document with a watermarked image. I have it set up to print
behind the text. I have printed the document before and it comes out perfet.
I made some changes to the text, and now when I print it, the picture is
covering the text. I made sure the "print behind text" button was selected
under "format picture". Print Preview shows it exactly right. Does anyone
know why it will no longer print behind the text? Thanks!
