The 'create PDF' option does not help when you are trying to make a form in
word. Creating a PDF renders word created form fields as normal text / boxes
that an average user may not fill in / save.

Does anyone have an answer to the original question?

Is there a way that I can format the header and footer in a document so that
it does not appear faded out in normal view?
