I am working with a document that someone else wrote and I have to edit.
Rather than using Bullets and Numbering, the author simply typed in the
numbers. I am trying to delete their manually entered numbers and insert
formatting using Outline Numbering.

It has been going fine until I reached a page where the Bullets and
Numbering option was grayed out. For some reason it is not available on this
particular page and I can't convert the numbers. Any thoughts?
