Default Force chapter to start at odd-number page

Your suggestion certainly works but it's tedious. If I revise the paper so
that chapter 1 ends at a different page, then all subsequent manually
inserted page breaks will be useless.

blank page is inserted after the end of chapter 1, i.e. page 19. Any
