Not exactly a bug, but a common problem resulting from the way Word treats
bookmarks. You probably added "a line" (that is, a new numbered paragraph)
by pressing enter at the beginning of list item 1. This put your new #1
inside the bookmark that had been applied to the old #1 when you inserted
the cross-reference. To avoid this, instead of pressing Enter at the
beginning of #1, press Enter at the end of the preceding paragraph, then
apply the numbered style to the new paragraph.

I have Cross-References to Numbered items (showing Paragrph number). The
