Default Line Spacing on subsequent pages

I'm looking at an old Word template created long ago by someone no longer in
our office. The paragraph/line spacing of the body is set to exactly 24pt
which creates a 12pt space above every line of text. However, when the text
runs onto a second (or third or fourth...) page, the formatting remains 24pt
and yet Word ignores the space for the first line on the page and butts the
text right up against the header margin as if it were 12pt spacing. All
subsequent lines on the page show up with the 24pt spacing. The question is,
how can I duplicate this magical phenomenon in a newly created document?
