Such customizations are inappropriate for the Normal template (which users
cannot "create" but only modify). Each user's Normal.dotm should be personal
and not tampered with by outsiders. You should instead create a document
template with the features you want and distribute that, instructing users
to use it for whatever purposes you envision it being used for. In
particular, adding *anything* to the header of Normal.dotm is very
ill-advised, as it will affect labels and possibly envelopes as well.
