Default Need to create document, using Word 2003....

Word isn't the best program for such a project. You need to use a Desktop
Publishing/Page Layout program in order to stipulate the number of pages &
which ones will fall where. You can then place the content where you wish.

That can't effectively be done in Word because a Word document isn't really
constructed based on pages. Content is held in paragraphs as the basic unit
which run consecutively from beginning to end of the document. Pagination
changes as the content is revised.
