Default Default picture format to "inline with text"

Is there any way to make "tight" the default format for inserting pictures in
VISTA? I have windows VISTA home edition. I changed to TIGHT as suggested
(WORD OPTIONS, Advanced, Cut,Copy andPaste), but when I cut and paste a
picture from a web site to a word document it still does not format to TIGHT.
WHY?

images pasted by default, such as inline, square, tight, behind text,
etc.
There's no need for Paste Special or other workarounds.
