Lock the anchor --

1. On the Tools Options View tab is a checkbox for displaying object
anchors. They appear like little ship's anchors in the left margin. By
default, a graphic is anchored to the closest paragraph. You can drag the
anchor up and down to choose a different anchor paragraph. (For graphics in
a fixed location on the page, it's often convenient to anchor to the
heading.)

2. Right-click the graphic and select Format. On the Layout Advanced tab
is the Lock Anchor checkbox.
