The something else is at work here. It works perfectly for me. Only the
first part of the heading appears in the TOC, but the entire heading appears
in the body -- all on one line.

Are you using an actual style separator? Maybe it has a bug as implemented.
Maybe you could try the older method of making the first paragraph mark
hidden (that's what I do).
