I find that the simplest way is to insert it from the symbol menu. click "Insert", then "Symbol", then "More symbols", A dialogue box with symbols will pop up. Look for 'subset', on that menu, scroll up or down to select Latin Extended Additional. You are there. you can now scroll up or down to the letter you need. all the letters with dot bellow or above are there.

As you select a letter, the dialogue box gives you the shortcut ALT code
