Default paragraph numbering

A couple things to check:

1. Are you using the Define New Multilevel List tool to set up your numbering?

2. Are you making sure that you attach Heading 1 style to Level 1 of your
outline, Heading 2 style to Level 2, etc.??

3. Do you begin the document by using Heading 2 numbering style BEFORE the
first time you use Heading 1 numbering style? Even after setting up your
numbering levels, if you don't use those styles in the order of your outline
(e.g., Heading 1 style is used before Heading 2, Heading 2 style is used
before Heading 3, etc.), you'll find that, for instance, Heading 1 style
wants to start with "2" instead of "1".

4. Does your document contain paragraphs that are styled as Heading 1,
Heading 2, etc., but you've deleted the numbers themselves? This, too, can
screw up your outline, especially if you've set it up so that Heading 3
starts over after Heading 2.

I am having trouble with automatic paragraph numbering in Word 2007.

What I want is:

3. Heading 1
3.1 Heading 2
3.1.1 Heading 3

What is happening is that it is getting out of sync and what I get is
something like
3 Heading 1
3.1 Heading 2
3.6.2 Heading 3

What am I doing wrong?

Thanks in advance to anyone who can help
