The amazing thing is _not_ that it is difficult to draw a line in Word, but
that you can do so at all. It is, after all, a word processing program, not
a drawing program.

The Word program which is part of Microsoft Office 2003 makes the simple
task
of inserting or drawing a horizontal line across the page of a document
cumbersome at best, extremely frustrating at the worst. Why does
Microsoft

Drawing Toolbar brings up a box where one is to "Create your drawing

And to make matters worse, when I attempt to use the help feature, it

me to Office Online, and presents me with information I don't want. This
software does so many different things, and is so complicated, they lost
sight of being able to do simple things like being able to insert a simple
horizontal line in a document.

Microsoft, get with the program.
