1. In section 2, select the header or footer that displays the page number.
Unlink it from section 1 by clearing the 'Same as previous' button on the
Headers and Footers toolbar.

2. Go to Insert Page numbers. Select Format. Set the 'Start at' value to
1.

3. In section 1, select the header or footer and delete the page number.
