Default "Restrict formatting and Editing" disabled

Thank you, 2007 has changed so much, it is difficult to know what is where

I can't modify "formating restrictions" or "editing restrictions" on
a form in the Developer tabProtect Document. They and the "Start
enforcement" checkbox are greyed and disabled. Any thoughts on how I
can enable them so I can lock the sheet?

If the Design Mode button on the Developer tab of the ribbon is turned on,
click it to turn it off.
