Textbox is what you want. If it's the same text on each page, at least
within the section, anchor the textbox to the header or footer.
Otherwise anchor it to the first paragraph on the page. Position it relative
to the page (not the paragraph) and behind text.

I am making an instructional manual, and want a one-line synopsis of each
