Default Turn off read-only for ALL Word Documents

If the files come from a CD (or worse are being edited on a CD) they will be
read-only by design. This is true even if it is a RW CD or DVD.

To clarify. If you create a new document, can you save it? If you open that
document, can you make changes and save it?
