Nothing to do with DOT. Presumably she used Open Office to save as ODT file
format?

You would need a converter to open ODT format in Word
http://odf-converter.sourceforge.net/

As for the error message, there have been some problems relating to a
Windows update that replaced this file with a newer version. You could
uninstall the 973904 update which should restore the older mswrd632.wpc file
that the update replaced. It won't help you convert the file if you don't
have the appropriate converter installed
