Look into the Table of Contents feature.
Give your Exhibit pages names (Descriptions) using a heading style that is
formatted for page break before.
Begin the Exhibits with a new section so that your TOC will be in a separate
section and restart the page numbering with the Exhibits section.
If your exhibits are not being printed in Word, you can still set things up
like this and simply use the individual pages to create your descriptions in
the TOC.

Otherwise, format your numbers to include a leading 0 since Word sorts
numbers as characters and the number sorting you describe is correct for an
alphabetical (rather than numeric) sort.
