The Text Direction command should also appear on the Format menu.

You can rotate the text inside the textbox by clicking the rightmost icon
on
the Textbox toolbar - which should show when you select the textbox but if
it doesn't, then with the textbox selected, right click on another toolbar
and click on Textbox in the list.
