As Cindy pointed out the MS Word 2002 Digramming
tool for Org charts assumes a single entity at the
top. One method is to name the organization/dept
in the top box then start the people on the next level.

You can also complete the diagram, starting with the
2nd level, cut it from the document, draw a text box,
paste into the text box then use the crop tool from the
picture toolbar to hide the top level from view.

and OrgPlus (an updated version of the former
MS Office Orgchart applet) http://orgplus.com

are both stronger org chart tools than the MS Office
diagramming tool.
