Default Text Wrapping - Headers and Footers!?

When you are in the footer view you can right-click on a picture and choose
to format it. In that dialog (layout tab) you can tell it to go behind text.

To start with when u open up Headers & Footers you can't edit Pictures,

etc. and I've already established that the picture doesn't go behind the
Footer.
