Default centering letter

You can go to File Page Setup Layout and change the vertical alignment box
to Centered.

I'd advise you not to make this change in the Normal.dot template, as that's
used for other types of documents besides just letters. Instead, save a properly
formatted letter -- without the address and body -- as a template, and use the
File New command to create new letters based on the template.
