Default Can i make a textbox with a scrollbar?

Sure can. In Word 2003, use the text box on your control toolbox, add the
text you want into it and then in your properties add the scrollbar, choosing
which direction you would like it to appear (also make sure in your
properties that you have Multiline marked as true), then deselect design mode
and you're good to go!
