to a Word document) when what they really need is to insert the picture in
Word. It's also far from uncommon for users not to understand that text
scanned as a picture is not editable until it has been OCR'd. Unless the OP
posts back to indicate which was the intended meaning, I don't think we can
be really clear from the wording of the question which interpretation was
the correct one--and it may be some of both: if the JPEG is a scan of a
document, and all the OP needs to do is read it, then inserting it into a
document will suffice.

The OP asked how to CONVERT TO, not insert into, a Word
DOCUMENT - presumably s/he would like to edit it.

That image may be manipulated only by graphics (i.e. drawing)

is it OCR? If so it should be able to open the jpg for
recognition. OCR software may be purchased separately.

of Office) - will open a TIF file.
