Default Floating figure causes unwanted page breaks

Yes, the figure has to be on the same page as the paragraph to which it is
anchored, but you can drag the anchor to another paragraph if necessary.

Yes, I've tried everything. I think the problem is that the figure has
to be on the same page as its anchor and Word inserts a page break if it
isn't. Doesn't seem like there's any way around this. I'll probably
use publishing or typesetting software to insert my figures. Thanks
