The key was to turn tracking OFF before accepting all changes. You got

experience has been that once this is done & Track Changes turned Off &
the
file is saved, the balloons etc. no longer show up anywhere any time.

The other items on the bar (Final & Show) will hide the markup, but it is
still there.
