Turn on the display of non-printing characters and see if you have empty
paragraphs in your footer. Check the paragraph formatting of those
paragraphs that are not empty for the space before and space after settings.

Settings are presently set at:
Headers and footers 1.25 cm from edge
Margins: top & bottom 2.54 cm, right & left 3.17 cm

Though this is what they are set at in other documents with normal sized
footers...
