After upgrading my office to office 2003, endnote 5 commands (software for
writing refrences) don't appear on word 2003 tools menu.

You may need to uninstall and reinstall endnote. If, during the installation
of Office, the location of your Startup folder changed, it's possible the
addin simply isn't loading anymore. An uninstall and reinstall would correct
this.

If that doesn't help and you're still having problems, you should go to the
Endnote manufacturer's website and see what information is available, there.
The people who created the software are more likely to know what requirements
it has...
