Note, you do _not_ want users sharing a user templates folder or normal.dot.

Put the template in any folder that can be accessed by all of the
profiles.
In Word in each profile, go to Tools Options File Locations, and set
the
Workgroup Templates location to point to that folder.

The same mechanism works with a location on a file server that can be
accessed from multiple computers on a network.
