Default List Styles and TOC - Word 2007

I was able to duplicate your result. I created a new list style linked to
heading styles and clicked "New documents based on this template" (normal.
dotm). I created a new document based on normal, but though the list style
was there, the list levels were not linked to headings.

I then saved my original document with the new list style as a template.
New documents based on that template retain the list style with linked
headings. I suggest that you do something similar.

Now I realize that I never saw this behavior before because I avoid adding
numbering to normal.dot headings.

Thanks, Stefan - but since I was using Word's default Heading styles 1-9, they should be already in the normal.dot, shouldn't they? In theory, this should work, right? Is it a bug in Word perhaps, or maybe by design?
