I just found the problem--a new microsoft keyboard was intercepting normal
commands and replacing them with commands it thought I would prefer. I've
fixed it.

Upgrading your version of Windows shouldn't affect Word keyboard
assignments.
This sounds more like you may have a template Add-in with this
assigment...
If you hold down Ctrl in order to start Word in Safe Mode does F4 behave
differently?
