If the page numbers are in the header paragraph, you can change their
location in one of two ways. If you've aligned them using a tab stop (the
Header style has some tab stops built in), you can move the tab stop (it can
even be outside the margin). If you've aligned them using paragraph
alignment (Left or Right), you can change the effective margin by giving the
header paragraph a positive or negative indent (a negative indent allows you
to place text outside the margins).

If you used Insert | Page Numbers to insert the page number, then it is in a
frame. The frame is usually aligned with the page margin but can be moved.
Generally it's better not to use this method just because dealing with
frames can be awkward.
