I have a long document with many sections with different footers; all pages
are with the same margin size but in one section when i click Header and
Footer in View menu it does not appear at all and therefore i am not ble to
put a foother there.

If the section breaks are "Continuous", then it's quite possible that Word
can't give you access. What you can do is put manual page breaks before each
section start, edit the headers/footers, then remove the page breaks.
