Default how do i create increasing size seperate circles such as a target.

Mary has told you most of what you need to know. A couple of extra tips:

1. To draw a perfect circle using the Oval tool, press Shift while dragging.
(You can also, as Mary says, always make the height and width equal after
the fact, on the Size tab of the Format AutoShape dialog.)

2. The word you were looking for to describe these circles is "concentric"
(having the same center point). Although you can always use the Align tool
to line them up after the fact (and this is the best way to get them
perfect), you can get them approximately correct from the get-go by typing a
+ where you want the center. Then place your mouse pointer over the + and
press Ctrl (as well as Shift) while you drag; this creates the circle from
the center out. You can then delete the + when you're done.
