Well, this explains it. If you're using a background, then it is a section
property.

pattern are you trying to use? The Borders and Shading dialog accessed
from
the Table Tools | Design tab in Word 2007 seems to me to offer the same
choices as the one accessed from the Home tab, both of which are
essentially
the same as their counterparts in Word 2003.

No there are no footnotes. Although, I would like to solve this problem
