Default adjust space between body and footnote seperator

You have a choice: you can have a fairly uniform bottom margin, with the
footnotes set to "Bottom of page," or you can have the footnotes a fairly
uniform distance from the text, by choosing "Below text." You can't usually
have both; see http://sbarnhill.mvps.org/WordFAQs/BottomLine.htm.

In a large doc with a number of footnotes the seperator is placing itself
different distances from the body. I need to have all the seperators

default
to the same distance from the body of the text throughout the entire
document. Any suggestions? I'm having the same issue with the footnotes
beneath the seperator as well.
