I agree that that it is strange. Usually, the footnote reference is on one
page and the footnote text on the following page (not the other way around).

It's very odd, though, that the footnotes are showing up *early* in this
context, since Word's usual procedure is to put table footnotes on the
page where the row ends. With rows deeper than a page, this can result in
deferred (and sometimes suppressed) footnotes, but I wouldn't expect to
see them promoted to an earlier page.

If your footnotes are in a table, make sure to start new rows
sufficiently
often; with deep rows, Word may have problems positioning the footnotes
correctly.
