Default FOOTNOTES SHOWING ON PREVIOUS PAGES

I agree that that it is strange. Usually, the footnote reference is on one
page and the footnote text on the following page (not the other way around).

If your footnotes are in a table, make sure to start new rows
sufficiently
often; with deep rows, Word may have problems positioning the footnotes
correctly.
